diffoscope 261 released

The diffoscope maintainers are pleased to announce the release of diffoscope version 261. This version includes the following changes:

* Don't crash if we encounter an .rdb file without an equivalent .rdx file.
  (Closes: #1066991)
* In addition, don't identify Redis database dumps (etc.) as GNU R database
  files based simply on their filename. (Re: #1066991)
* Update copyright years.
